Specialty Surfaces International, Inc (d/b/a/ Sprinturf) is a participating member of the Department of General Services for the Commonwealth of Pennsylvania COSTARS program! Pennsylvania COSTARS program has chosen Sprinturf to be their turf of choice for the members of the COSTARS program.

What does this mean for the members of COSTARS?

COSTARS members are able to purchase directly from Sprinturf and forgo the public bidding process. Sprinturf has negotiated preferred pricing for the members of the COSTARS procurement organization.

COSTARS is Pennsylvania’s cooperative purchasing program that is managed by the Pennsylvania Department of General Services.  This avoids the expense of the public bidding process, yet gives Owners the opportunity to still select from a pre-approved list of competitive vendors for purchase.

Eligible local public procurement units must register on-line with the Department of General Services.  Once you register you will receive an approval letter with your member number.

Sprinturf is listed as an approved vendor for COSTARS-14 – Recreational & Fitness Equipment.




The Interlocal Purchasing System (TIPS/TAPS) is a purchasing coop which enables Sprinturf, as an awarded vendor, to expedite an order for a member because all purchasing requirements are completed during the RFP process.  TIPS Awarded Vendors have submitted proposals under the Competitively Bid Process and received a Contract of Award through TIPS, providing the best pricing, terms and conditions available to TIPS Members.

The Interlocal Purchasing System (TIPS) is sponsored by the Region VIII
Education Service Center (ESC8 located at 2230 North Edwards, Mt. Pleasant,
Texas and Texas-Arkansas Purchasing System (TAPS) located at 711 Clinton Ste.
Ste 201, Arkadelphia, Arkansas are governed by the Region 8 ESC Board of
Directors.

TIPS/TAPS is available for use by all public and private schools,
colleges, universities, cities, counties, and other government entities in the states of Arkansas, Arizona, Illinois, Kansas, Louisiana, Missouri, New Mexico, Ohio, Oklahoma, Oregon, Tennessee, Texas and Washington.
